Just for clarification. Your non-skid is not on the deck between the transom and rear beam? If this is the case then my previous comment is not accurate. I am suggesting that you cut the access in the deck between the rear beam and transom.
I personally would remove the access ports. They do not provide any structural strength to an area that can be heavily loaded.
