I bought a jib cover for my 17 over the winter, but I'm not sure how to use it. The mast hound has two holes in it about 1.5 inches apart. I assume I can put a halyard for the cover attached to a small block. But then what? Is the halyard a continuous loop?

Just use your main halyard to hoist the jib cover, when the cover is all the way up you can tie the halyard off at the base of the mast.
Regarding the 2nd hole on the mast hounds. The upper hole (smaller diameter) is for your trapeze wires, the lower hole (larger diameter) is for your standing rigging (Forestay & Sidestays).
